An independent think tank is recommending New Mexico adopt a new approach to economic development, including allowing international students to pay in-state tuition to study science, technology and business at public universities.
In a newly issued report, Think New Mexico proposed establishing the scholarship program for international undergraduate students as a way of potentially increasing the ranks of future entrepreneurs who could start businesses and create jobs in the state.
Foreign students would pay in-state tuition rates rather than the more expensive out-of-state rate.
The report also recommends a model of granting "post-performance" incentives, such as a tax rebate after a business creates new jobs because of a relocation to the state or a company expanding their in-state operations.
