Recently the Biden Administration released a proposed new rule that largely bars migrants who traveled through other countries on the way to the U.S.-Mexico border from applying for asylum in the United States. Scott Brocato spoke with Michael Payne, deputy director of advocacy with Physicians for Human Rights, about the rule.
