El Paso – Homeland Security Secretary Janet Napolitano says many of the benchmarks Congress set in 2007 for border security have been met.
Napolitano told the liberal think tank Center for American Progress that improved border security and tougher enforcement make attaining immigration reform possible. She also said Friday that the Obama administration has made significant enforcement reforms over the past 10 months and that border security has been transformed.
But the secretary also said immigration reform is needed and that a fair and tough path to citizenship for undocumented immigrants already in the U.S. is critical.
