The Board of Commissioners of the Mesilla Valley Public Housing Authority (MVPHA) announces the hiring of Mr. Juan A. Olvera as its new Executive Director. Mr. Olvera comes to the Housing Authority with over 25 years of executive management experience in construction, development, finance, compliance, and procurement.
Since 2008, Mr. Olvera has served as the Director of Development and Capital Projects at the Housing Authority of the City of El Paso. During his tenure, he implemented and developed HUD’s Rental Assistance Demonstration (RAD) Program, leading to the renovation and rebuilding of 6,100 public housing units.
Mr. Olvera was also instrumental in securing funding for the development and construction of the Paisano Green Community in El Paso. This was the first NetZero, fossil fuels free, LEED Platinum, affordable housing community in the United States. The community was designed for elderly residents and promotes healthy living in energy-efficient high performance buildings and grounds. This Community accommodates the needs of the elderly residents as they age in place.
Mr. Olvera holds a BS in Chemical/Industrial Engineering from the Monterey Institute of Technology, Mexico and a Master’s in Engineering Management/Industrial Engineering from Stanford University.
The Mesilla Valley Public Housing Authority provides rental assistance to approximately 2,000 individuals and families in the City of Las Cruces and Doña Ana County.
