Border Patrol agents arrest migrants in 2007 after they illegally crossed into Nogales, Ariz. Operation Streamline puts such people into federal courts, giving them criminal records. The Border Patrol says the program allows the agency to focus on more serious crime, but federal judges say it causes backups in the system.
