KRWG News, a new national scorecard grades big-city police departments on how they use body cameras worn by officers. And the scorecard says many Texas cities have poor body-cam policies. But the recommendations are meant for any department using the cameras. Since a gunman opened fire at a church in Sutherland Springs, Texas, there have been so many questions and one is whether more could be done to protect churches.
