President Trump recently cancelled a 2.1 percent cost-of-living adjustment and a locality pay increase due to take effect in January 2019 for more than 2 million civilian federal employees.
Trump sent a letter to House and Senate leaders on Aug. 30 stating that locality pay increases would cost the federal government $25 billion "in addition to a 2.1 percent across-the-board increase for the base General Schedule," which covers the majority of civilian federal workers.
